Event Recap― Winds of Opportunity: Strengthening Energy Security through Offshore Innovation

To celebrate the release of CRES Forum’s newest white paper, Potential Economic Implications of Offshore Wind for the U.S. Economy, our team hosted a briefing and networking event, “Winds of Opportunity: Strengthening Energy Security through Offshore Innovation,” to convene industry leaders, congressional staff and key stakeholders to discuss the opportunities and challenges in advancing offshore wind development in the United States. 

To kick off the event, Sen. Bill Cassidy’s (R-La.) Energy and Coastal Policy Advisor Sarah Alexander provided opening remarks and set the stage for a robust discussion on the economic and environmental benefits of offshore wind. Sarah highlighted offshore wind’s role in diversifying the U.S. energy mix and driving investment in coastal communities. Following Sarah’s remarks, Executive Director at the Louisiana State University’s Center for Energy Studies (LSU-CES) and white paper author Dr. Greg Upton provided an overview of his research into how offshore wind can benefit communities and economies across the U.S. 

As part of the briefing, CRES Forum Vice President of Policy and Advocacy Christina Baworowsky moderated a panel discussion featuring Anne Reynolds of the American Clean Power Association (ACP); Matt Giacona of the National Offshore Industries Association (NOIA); and Emmanuel Martin-Lauzer of Nexans. 

A key topic of discussion was the importance of mechanisms and legislation to reform regulatory frameworks and revenue-sharing mechanisms, such as the proposed Reinvesting In Shoreline Economies and Ecosystems (RISEE) Act, to enhance investment in offshore wind projects. Panelists explored offshore wind’s ability to create jobs, revitalize ports and reduce emissions while also addressing challenges such as supply chain development, permitting delays and competition with other renewable energy sources. 

Following the panel discussion, attendees had the chance to network and exchange ideas during a festive seasonal reception. The event highlighted the promise of offshore wind as a cornerstone of America’s clean energy future—underscoring the importance of collaboration among policymakers, industry leaders and stakeholders.
